The honest answer has three layers: a big investment threshold, a small verified fee floor, and one large cost nobody can pin to a primary source. Each is labelled below.

The number that matters is an investment, not a price

The OMR 200,000 is capital you deploy and hold, not money you spend. Seven routes qualify - a company stake, completed real estate units within an Integrated Tourism Complex (ITC), bonds, listed equities, a five-year fixed deposit, employing 50 or more Omanis, or nomination by an invested company. The property route takes completed ITC units only; off-plan does not qualify for this route. The residency renews while the investment is held, so the true cost of the program is the liquidity and market risk of the asset, plus the small fees above.

The one big unverified cost

The figure that dominates most third-party cost tables - a property transfer and registration fee of around 3% of the purchase price - could not be verified against any primary Omani government fee page in our July 2026 adversarial pass. At the OMR 200,000 threshold that would be roughly OMR 6,000, which is why we name it rather than ignore it; but it is excluded from our verified total, and anyone quoting it as settled fact is quoting secondary sources. Budget for it, and ask for the current schedule at the point of transaction.

If OMR 200,000 is more than the plan

Since 22 June 2026 Oman runs a second, thinner instrument alongside the Golden Residency: the Property-Owner Residence Permit under ROP Decision 87/2026, with no minimum property value and off-plan eligibility, renewable in 6 to 12 month cycles. Different product, different terms - but it removes the threshold as the barrier to property-linked residency in Oman.
